a. The SSN (AA5a) is missing with a blank value of sp(9) or an "unable to
determine" value of -(9).
AND
b. The resident Medicare number or comparable railroad insurance number
(AA5b) is missing with a blank value of sp(9) or an "unable to
determine" value of -(9).
